ok, so thanks again from everyone, the clock is ticking and this is what I will submit:

1) Sworn statement that joint sponsor is exempt from filing taxes for yr 2012

2) Form 1099 showing Soc. Sec. Benefits received for 2012

Am i missing anything else?

Make sure the statement includes the fact that she receives SS retirement income only and that she is not required to file taxes legally according to IRS Pub 17 because she is under the income requirement threshold for filing. That should be enough to satisfy the RFE. Add in your current income proof and amended I-864, if you wish.

This is my last chance for applying for a green card for my wife and we probably wont even need a joint sponsor (in real life), we been doing fine so far. What do these people want????????????? A letter,a soc sec statement? This is taking so long, I can file my 2013 taxes now and certainly qualify as a primary sponsor, but seems all they want is what is already asked for.

Just do that. Give them your 2013 tax info, and if it's over the guidelines you're done. A similar thing happened to me with Bangkok in 2009. My 2007 income was barely over the poverty level, and they found out about a 10k tax lien so they said that I only made 9k after deducting the tax lien. I quickly filed my 2008 taxes and also sent the W-2s/1099s as well as the tax return to my wife to give to the embassy and they accepted that with no problem.
