Hello,

My understanding is that once you are granted Re Entry Permit, you can travel back and forth to USA for up to 2 years. Can any one confirm this?

Once the 2 years Re Entry Permit expired, can I re apply again? what is the possibility of getting rejected for apply Re Enter Permit for 2nd time?

A re-entry permit is used if the LPR is going to remain outside the US for more than 1 year but less than 2 years. As a LPR you have a certain responsibility to maintain a residence in the US. If you fail to do so then you will loose your LPR status and the GC. When I hear questions like this, I usually think the LPR is going to use the GC like a tourist visa and only visit the US. A LPR is as the name states "Lawful PERMENTANT RESIDENT". Have a read of this from the USCIS to see how extended travel affects your LPR status and your GC--especially read point #3 about stays outside the US of less than 1 year.

As a GC holder you can travel back and forth to the US for any length of time. It is best to make certain that in a 1 year period you have spent more time in the US than outside the US. If you are finding that you will be spending more than 6 months in any 1 year period outside the US, then a re-entry permit may be warranted--it is up to the CBP person to determine if you can be re-admitted to the US. Typically they warn a LPR if they think the amount of time outside the US is excessive which is your clue to apply for the re-entry permit or remain in the US for several months. If you are going to be outside the US for more than 1 year at a time then it is required to get a re-entry permit if you want to re-enter the US.
