This like the VAWA is fraught with motivations to incriminate the innocent.

quite the contrary, it encourages witnesses to crimes to cooperate with criminal investigations without fear of deportation.

the propensity for fraud is a good reason not to hang the majority of immigration hopes on marraige, but in america we like to keep doing things that don't work with the hopes that one day they will.
