Have not met in-person, does this situation qualify for an exception?

First, I agree with the many other posters that say it is highly unlikely that the waiver will be granted. The only reason I have ever seen is for a long deeply-held religious belief that prohibit women from meeting men outside their family prior to marriage. I'm sorry; you appear quite sincere about your long distance relationship with this man, but the other posters have already pointed out many of the issues you both will face.

One thing other posters have not addressed is your US passport. Advising you to meet in another country is a good idea -- but for the fact that you cannot get a US passport. I believe you included that in your waiver request. The fact that you applied for a US passport, a document for which its sole purpose is as an international travel document, might indicate to USCIS that you had, in fact, planned to travel -- but can't now because of the lack of a passport. From their perspective -- Why apply for the passport if you have no ability to/intention of traveling? Just one added factor. If there is any way to pay off the arrears so you qualify for a US passport, iMHO, it would be helpful. Both to your ability to perhaps meet in another country and, further down the road, the ability to show financial means to support your fiancé. Just a thought.

Again, thank you all for your input. I could try to further explain our relationship and our circumstances but that would only serve to stir more questions (for more details) and/or comments which would in essene cause me to be consumed with trying to convince you all. That would be pointless in so many levels...so I won't. I really do appreciate the time and energy you've put into responding...even more than I'm willing to put into this string and forum. Part of that is the simple fact that none of you are able to have an impact on reality so it's not fare for me to waste anymore of your time.

My desire for all of you is that if your relationships are genuine, then your process will be quick and smooth. If they're not genuine (which likely means one off the parties might even be being deceived) then I desire for God to protect you for your own good. I always ask for this same blessing in my relationship with Stephen.
