can i send the instruction for IV FEE Bill to my petitioner?

It so clear once you choose yourself as the " Agent" for I-130 automatically all the papers goes directly to you.. The NVc mailed me that they send the Instructions for IV FEE Bill. Can i send the the instructoin to my husband and let him pay for that and besides he is my petitioner or he can just send me the money and i just pay the bill instead? Please someone help me with this little matter. All suggestions and opinions will be appreciated...

So long as the fee gets paid I don't think it matters. Do whichever is quickest and easiest on the two of you.
