Your question is confusing. If she has a SS and was born here in the USA, then she is a US citizen. You will need to clarify your question, so we can answer it correctly.

Her process would be like anyone else. Is she in the US ? Her USC spouse needs to file an I130 and if they are in the US the forms for adjustment of status. See the guides section of this site.

This will not be over quickly. You will not enjoy this.
