"Please follow the instructions you received from the National Visa Center (NVC) for the next step in the processing of your visa petition. If you have misplaced the instructions sent to you by the NVC or did not receive them, please contact us athttp://travel.state.gov/visa/immigrants/info/info_3177.html for additional information."

If you don't know what the NVC is, I suggest you check out this thread for October NVC filers: http://www.visajourney.com/forums/topic/457530-nvc-filers-october-2013/

As for the CEAC Status:

At NVC simply means that the NVC (National Visa Center) now has your USCIS approved petition and will be processing now. See my signature below to see the phases.

The typical flow is as follows after USCIS sends the petition to NVC

1) At NVC (NVC must process your IV (Immigrant Visa Application) and AoS (Affidavit of Support). This process can take a month or more and requires multiple steps).

2) Administrative Processing (Usually when someone made an update to the case)

3) In Transit (when NVC is complete and sending the petition to the embassy/consulate).

4) Ready (Embassy/Consulate received the case and is waiting to schedule interview).

5) Administrative Processing (Usually just before the interview as they pull your file and review it).

6) Issued (If after the interview your case was accepted and the visa has been printed)

7) Administrative Processing (If after the interview the case was NOT accepted and requires more processing).
