Hi,

if for 2014 it says on the website that the entry has not been selected as of now, is there still a second chance when one should check again?

For example for the spots that opened up because of people who ended up not qualifying or who basically ended up not using their winning entry.

I read somewhere that after october 1st, 2013 one should check again. Is it true? Or once it says it has not been selected it is final?

Online registration for the DV 2015 Program will begin on Tuesday, October 1, 2013 at 12:00 noon and conclude on Saturday, November 2, 2013 at 12:00 noon, but this is for Diversity Visa Lottery 2015. I don't think there is no second chance for DV 2014. If you wish to register then you can check in www.usagreencardlottery.org

There is no reason to use the advertised company or any other, they seem to cause far more problems than anything else for applicants. The forms are easy to fill in on the official website http://travel.state.gov/visa/immigrants/types/types_1318.html

are you guys sure? What do they do with the spots that were given to people who ended up not being eligible for example? or who simply didn't inquire? I am sure there are many people who forgot or are no longer interested, etc.

They select many more people than the number of visas available precisely because of reasons like this. For DV2014 over 140 000 people were selected for 50000 available visas. A second selection would happen only if it looked like visa take-up was running was too low to meet the 50000 target - I guess they would judge this based on number of completed forms received, etc. in my opinion, given that people have reported being told by KCC a 2-month wait for confirmation of processing documents, whereas in DV2013 it wasn't longer than a month, I'd guess they have received plenty of applications.

They did do an October draw in DV 2012, but I'm not sure how many extra were drawn - I've only ever seen one guy on the Internet forums report himself a winner from that draw - and there were many issues with take-up of dv2012 because a lot of people didn't realise the first draw had been invalidated and never went back to check the first legal draw. I know someone who was "chased up" by KCC to send in his forms before FY end, and I've never heard of that happening in any other year either.
