can i send civil documents by email?

Hello everyoneim new here. I would like to ask for assistance regardign my case.Last aug.2013 i send Ds-230 which is the paper physical form then after that sept.3 i receive email from nvc telling me to send DS-260 as DS-230 have been change tods-260 to reduce there paper form.Then today i recieve email agin like this.

The National Visa Center received your DS-260 form. We are waiting for the traveling applicant’s

supporting civil documents to be submitted to the NVC. Your online Immigrant Visa Application will be

reviewed upon receipt of your supporting documentation.

My question is that do i need to send my civil document physically send to nvc via a airmail(snail mail)? or can i send my civil documents scan and send to NVCElectronic@state.gov ? i'm confuse now where to send it,and i thought before that civil documents will be only be needing during interview.

Hope anyone could give me advice on this.

You need to submit the civil docs via courier/snail mail to NVC.

Philippines is not included in the electronic processing so we cannot submit it via email.
