What to fill out?

I don't apply to question 15 a so I will leave it blank,, Instructions say that if your fiance is currently in the US to fill out the following. The following is 15 a but is in bold. Do those instructions only pertain to that bold question or to the whole set of questions from 15 e- 15 h (which ask important information about fiance's passport documents)

Will I leave all that section blank since it doesn't apply in my case?
