NBI clearance from Phils from abroad

Timeline

We got our NOA2 on Aug 13. Still no case number yet as that seems to have slowed to a crawl. We have all documents ready except the police reports. She will get one from Japan , where she ives and works, that should be fairly simple. But she also needs one from phils. Is there an easy way for her to get this while she is in Japan? I have read that she can give authorization to a friend/family member in phils to get it for her. As I understand it, she will have to get a finger print card and complete that, and then send it to her family in phils? Is the Phils Embassy the only place to get this fingerprint card? Is it a standard card or specific to phils? I have not found any downloadable forms that she could fill out and send with the card. So she will send authorization letter and the fingerprint card.

Anyone have experience getting the NBI report from abroad? Any help is appreciated.

I believe she needs to go to the Philippines consulate in Japan to get fingerprints done.

How the Embassy can assist with NBI clearances

The NBI form is not a consular document. However, the Philippine Embassy assists Filipinos who are applying for NBI clearance in terms of fingerprinting on the card form. Upon completion of the requirements below, the applicant sends the form, together with a special power of attorney, to his/her authorized representative in the Philippines, who will process the clearance with the National Bureau of Investigation (NBI) on your behalf.
