N-400 under Section 319b, file to Vermont, Phoenix or Fairfax?

Hi,

I'm going to start the process to get my citizenship from Germany which is where my husband and I live at the present time.

I've read in many posts that the best place to have the interview is in Fairfax, VA as they are familiar with the 319b process but I don't know exactly where to send the application as I read that if you are applying for N-400 from abroad you should send it to the Phoenix Lockbox but on the other hand I also read that you can send it directly to the Vermont Service Center or to the USCIS district office in Fairfax. I know that I have to state in the cover letter and the N-400 itself that I want to have my interview at Fairfax but does anybody know where exactly should I mail it?

I know from experience Atlanta is one of the slower offices for normal filing of N400 but it may be different for 319b.

If thats the case i might just request Fairfax, I would rather just drive than take a chance. Plus i think fairfax does same day oath.
