How to Pay $165 Visa Fee

I am getting conflicting information on how to pay $165 Visa Fee.

I called US Embassy in New Delhi and the lady says my Husband (the applicant) should register through www.ustraveldocs.com so he can pay for Visa, and arrange for them to send it to him.

On these forums, people are saying go to USCIS website and use ELIS, https://elis.uscis.dhs.gov/cislogin/CISControllerAction.do?TAM_OP=login&ERROR_CODE=0x00000000&URL=%2F&AUTHNLEVEL=&OLDSESSION=

I am really confused! Does www.ustraveldocs.com use USCIS ELIS system? Or can we use either system? Or should we ignore www.ustraveldocs.com and use USCIS ELIS system.

Please help!

EDIT:

The USCIS ELIS website says that only the Applicant (my Husband) or a Legal Representative can set up an account.

I am the Petitioner and also the Designated Agent. Because I am the Designated Agent, does this make me a Legal Representative?

Because you are asking for the wrong thing. You are done with your Visa fee that was paid at NVC the $230.I

This $165 is the Green card production fee. You pay on the uscis.gov website. You don't pay no green card will come to your home after you POE. The embassy has nothing to do with this fee.

The beneficiary should have been given a instruction paper where to go and how to pay when they picked up their Visa.please ignore the ustraveldocs.com it has nothing to do with this. Use ELIS as instructed.
