Just saw this conflicting post in another forum about fingerprint requirements even for individuals **without** Canadian criminal records.

Can anyone who has just passed their interview in Montreal confirm this is indeed not necessary (as others have said)?

See the Country Reciprocity Schedule for which version you need - you might need fingerprinting if you are currently residing out of Canada:

I haven't even been pulled over in my life. No problem with police and no criminal record in my life.

I however did have to do what she says. I went to my local Commissionaires office and paid the 80 bucks. About a week later I got the later stating that I am "clear".

The NVC would NOT continue processing my application without that paper.

Police stations won't help you and a local RCMP detachment won't help you either. You must go to Commisionaires.
