Paper work going to Department of State what does it mean?

Hello, my fiance got approved on the US side on July 22nd. She has not received paperwork yet to fill out. I checked the status today and this is the message I received:

"On August 8, 2013, we shipped this approved or re-affirmed case to the Department of State for visa processing."

What stage am I at?

That means USCIS has sent it to the NVC. From the NVC the file will go to the embassy, after which it's quite country-dependent. They should be getting in touch with your fiance soon though.

In a week or so, call the NVC or DOS to get your case number so you can track the file via CEAC.
