In New Jersey criminal mischief (damage to someone else's property) is grounds for a domestic violence complaint, although it's rare for any one act of domestic violence to be grounds for a restraining order (unless it's really severe, like rape or attempted murder, of course) since restraining orders are supposed to be based on a continuing pattern of domestic violence. [if that wasn't clear: a complaint is normally based on one act; then to get a permanent restraining order, there normally must be a pattern unless that one act was really severe.]

So, it could be (assuming you mean your spouse damaged your property), but probably not if it was an isolated event. If you're talking about as grounds for self-sponsorship/self-petitioning under VAWA, the answer is basically the same: could be, but not necessarily.

I'm not a lawyer, obviously, and I only know how such things work in NJ.

Filed: Timeline
If you two are married, then it's joint property, so the USC would technically be vandalising his/her own property.

At least that's what happened to a friend of mine here in FL

Not all property in a marriage is 'joint'.

You can 'catch' me on here and on FBI.
