My file was sent to the Consulate from the NVC.. Do I need to wait for Package 3 before sending DS230 to the consulate and also how do I request an interview date?

You can email them a scanned SIGNED by beneficiary copy of DS-230 PART 1. They will e-mail you confirmation of receipt of DS-230. Wait about two weeks and call DOS and see if interview has been scheduled. The embassy is the only one who can schedule interview for a K-1.

You don't need to receive packet 3 to move further in this process.

No you don't qualify for part two, but you need both parts at the interview.
