Ok I have to submit documents later this week and the instructions were fairly vague about which forms to submit and how many copies of each.

The 4 forms I must submit are

DS 156

DS 156K

DS 230 - only part 1

I-134 (given to me by petitioner)

I am applying for a K-1 and K-2 visa (2 applicants)

Do I need to fill out one copy of each form for each person? Or do some forms require duplicates for each person? Or do some forms require only to be filled out by the K-1 visa applicant and not by the K-2 visa applicant? I should also mention that the K-2 visa applicant is under 1 year of age.

Yes, the K-2 needs their own forms. You need 2 copies of the DS-156 for each applicant. The others do not need duplicate copies. The USC petitioner needs to provide an I-134 with original signature and supporting financial documents. However, without knowing what consulate, no one can answer for certain what forms are needed and when. All consulates have different procedures and requirements.
