Hi I am wondering if I can begin the I-129 process in the next couple of months but I am concerned because of my tax situation. I lived and worked in Taiwan in 2010 and 2011 which resulted in my US tax returns below:

2010 - 20k (in Taiwan)

2011 - zero (in Taiwan)

2012 - 35k (returned to US in March '12)

I don't have any dependents so based off of 2012 taxes I cover the 125%. But I have heard that the consulate looks for consistency when it comes to the sponsor's income and concerned that my 2011 shows "zero". I am still with the same employer that I started with in March '12 and my 2013 tax return once the year finishes should be around 75k.

I would like to begin the I-129 process in the next few months knowing that the (Affidavit for support I-134) ISN'T included in the initial (I-129 submission.) My hope would be once that the USCIS approves my I-129 that I would have already completed my taxes for 2013 to strengthen my Affidavit for support when my fiance interviews with the consulate in Taiwan.

Does this approach make sense? Any comments would be appreciated, thanks.

If you haven't filed your I129f yet, then yes, you will have very likely filed your 2013 return by the time of the interview.
