I've been seeing some snippets of those who are living abroad saying that their I-130s were processed relatively fast. I haven't found anything comprehensive, except discussion of the file being processed by the NBC and they have receipt numbers starting with MSC. Can someone please shed some light on this?

There has been quite a bit of discussion on it when the I-130s were first located to the NBC (started Aug 15, 2012) at which time the NBC forwarded the cases to local offices. When both spouses are abroad and do not have a US address then there is no local office for the I-130 to be processed at. It's the local offices that are slow, not the NBC. The NBC normally will process the I-130 themselves and it takes 1-2 months, 3 at the most. However it's not a perfect thing so it's possible for the case to still be sent out somewhere.
