Speaking of timelines. I'm working with an immigration specialist in Florida, & I live here in California. Los Angeles to be exact. My wife is in the Philippines. We were married March of 2013. I just received the i130 & G325 applications filled out by him w/the info I gave him via a questionnaire. I know that there's a USCIS main branch downtown here in Los Angeles, and a smaller branch here in Chatsworth (10 miles from my house). Why is it the specialist said I needed to mail the i130 & G325 forms for my wife & new daughter to the USCIS in Phoenix Arizona & not here? Wouldn't it need to be sent to the Los Angeles main office since I live here?

No you send it to the lockbox where they cash the money and send it to the appropriate service center (likely NBC.) Then the NBC either adjudicates it there or sends the petition to a local office. I hope that explains it better for you.
