I am happy that Carta Blanca is no longer, however, I have heard about the restriction of not being able to leave the country (cuban govt restriction-not a usa restriction) for 3 years if you have worked for government. My fiance works for Ministerio de Educación and I though those restrictions were done away with at the same time the carta blanca was done away with. . .

Can anyone confirm if this is true, and if so how to work around it?

I've read it a bunch of times since it was issued. Articulo #23 is pretty clear about how these changes are applied to professionals within the island. There may or may not be restrictions; each Ministry Dept has the discretion to determine if the professional "cumple con los requisitos y formalidades establecidos". So it is best to have your fiance, check within his organization to determine if they will apply any particular restrictions due to for example "civil obligations". As for your final question, can this be circumvented? I wish I had a response for you but I don't. I am also waiting to see what will happen when my husband's CR1 is granted. As I have mentioned in this particular portal (Cuba), I'll gladly share what transpires if it helps others that are in a similar situation. Good luck!

Tila_Vida- I think that those are situations that are handled on a case by case basis depending on how skilled and how high profile your fiance is. Just hope for the best and learn from others before you and I am sure everything will work out fine.

Thank you so much for support and help! I've read that document when I was there, but didn't take a copy and never occurred to me that it would be accessible on internet! Calygirl, that is perfect.And please do share as you go- you are a bit ahead of me timewise, so it'd be great to hear about your process as it happens. :)
