At which stage of the process are you? You mentioned NVC so I assume you're at the NVC stage... So why are you calling uscis instead of NVC?

If you're at NVC, you should be calling or emailing nvc. Don't forget to have your case # ready when you call.

Yes it's normal for nvc to process your case even though you live in NJ. NVC processes all approved petitions from uscis regardless of where you live in the states.

Timeline

i checked ur time line, looks like u r in I130 NOA1 pending for approval.

based on VJ time line estimation : your I130 may be adjudicated between April 8, 2013 and May 3, 2013*.

you should consider calling the USCIS to inquire on your petition status and why still pending?

after have been approved please update your timeline in VJ time lines.
