My husband did his interview,but was given a white sheet of paper for a joint sponsor,bt they also want the joint sponsor to send copy of passport or green card or natuarlized certificate.but the sponsor am using is a us citizen but she have a birth certificate,can that be used?

Yes, US birth certificate can be used as proof of US Citizenship.

Note:

•Previously issued, undamaged US passport

•Certified birth certificate issued by the city, county or US state of birth

•Consular Report of Birth (of U.S. citizen) Abroad or Certification of Birth

•Naturalization Certificate

•Certificate of Citizenship

Yes, make sure they copy front and back of birth certificate even if it is blank, and that it is the long form of the BC. Also, for a joint sponsor, they need employment letter, w-2's, payroll stubs for at least 6 months.
