I was just reading through the text when I checked the progress of my case on the USCIS website and it says the following:

"On January 30, 2013, we received this I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN" but I applied for a SPOUSE and this is also stated on the paper form I received by mail. Should I report this as an error? Could this be what is causing a delay? Compared to others filing from outside the US, our case is taking longer.

No it's not an error, that's what it says all the time for the I-130. A spouse is a relative FYI. ;)

And not everyone from outside the USA is flying through.

Also you said you listed your USA and Belgium address and that the NOA1 went to the US address. I bet they think you're in the USA.

OK, thanks for confirming, yes I suspected that my spouse would be a relative :) but wasn't sure if common sense always applied within all this red tape.
