Yes. It means you can legally marry and leave.

You cannot legally marry with the plan to stay and adjust status.

Perfectly fine(and legal) to visit and get married in a B2 or VWP. The key word is visiting, IE returning to home country. But the minute you're thinking of more than just visiting before even arriving in the US, it's using the wrong visa and that's a no-no(or immigration fraud). Some visitors have a change of heart after they enter, or circumstances change while visiting. Again, what matters is that the visitor had not planned to move and only planned to visit.

The article is somewhat fine for curious people however it only touches the surface of immigration, and it's not very detailed. Being on welfare is far from the only reason to get denied of a greencard or be a public charge. The author also suggests getting a lawyer if you've only met a few times, or if the alien spouse/fiancee has kids. Besides, the article is from 2010 and it is crucial to the process that you're up to date with it.
