Here is my question:

This letter appears to be in response to the AOS I sent. Since the letter does not ask for supporting documents for the AOS such as check stubs, letter from employer, additional tax returns, etc., does this mean the AOS has been reviewed and approved?

It looks like they are waiting for you to make the payment of the Fee if you have not done it before
