Can a teernager (O2 visa) file an immigration petition?

My friend's daughter (younger than 21 years old) holds an O-2 visa (dance). Can this young O2 visa holder file an immigration petition (EB-1 or other)? If so, how to proceed?

The age isn't an issue, but there's no direct or obvious path for an O-2 visa holder to file for an EB-1 or other petition. O-2 status is usually granted to allow her to support the main O-1 performer, not on her own merits.
