Usually, a letter of employment states when the employee was hired, how much the employee is making and most importantly that the company has every expectation of continuing to employ the employee for the foreseeable future. If you fiance asked his employer to lie in the letter of employment that they would continue to employ him even after he was notified that he would be laid off then of course his request for letter of employment would be denied.

If they told you that you may use co-sponsors then use them.

And he is still paid until now. So we dont get it why he cant have a letter from them

Yea we tried to get letter but they refused. For some reason his company seemed really strict. Our visa is here in kuwait, we tried to ask them if they accept cosponsor and they said yes. But well ofcourse for me, i was thinking if cosponsorship would help a lot. 3 of his family is willing to be our coaponsor and my fiances dad have a business. And im pretty sure we wont be a public charge. :( i really dont know what to do.

So you are going through Kuwait and not Manila? and Kuwait has told you they will allow co-sponsorship. then I would try to fulfill those requirements.

He is getting a severance pay which generous companies give to employees so that they have spending money while looking for another job and also they use it so that if there are still questions about an employee's work like documentation or other stuff, the company can still require the employee to answer the questions because they are still being paid.

Is it possible to use cosponsor as a replacement of employ,ent letter along with a personal letter stating his statis now.

Our visa is here in kuwait, we tried to ask them if they accept cosponsor and they said yes.

You already asked the US Embassy in Kuwait if they accept co-sponsors and they said yes. You should do that! He doesn't have a job. He can't get the letter of employment that the US Embassy wants. Even if he gets a letter of employment from his company, it'll only show that his work has been terminated which is not what the embassy wants to see. They want to see that your fiance is capable of supporting you. Having a letter of employment that says that his job has been terminated doesn't help.
