No Invoice emailed from NVC yet. Need help!

I am a USC petitioning my stepdaughter in the Philippines.

On August 24, 2012, USCIS mailed me a notice that they approved the I130.

On October 02, 2012, I called NVC, 202-663-1225. They said an email was sent to me on September 18, 2012 and that I needed to pay the Visa fess and provide an Affidavit of Support. I mentioned that I did not recieve the email or possibly deleted it by accident. They told me to call NVC at 603-334-0700.

I started working on the Affidavit of Support and kept calling the NVC. Phone number was always busy. Finally got through on October 05, 2012. I was told another invoice would be emailed to me shortly requesting me to pay the Visa fees, and that once they were paid, they would send another email requesting the Affidavit of Support. I was also told what my NVC case # is.

How long should I wait for the email before calling the NVC again?

Should I contact the NVC through email, NVCINQUIRY@state.gov or NVCElectronic@state.gov, instead?

Do I need to OPTIN to electronic processing first before I can recieve any emails from NVC?

Should I contact the NVC through email, NVCINQUIRY@state.gov or NVCElectronic@state.gov, instead?

Do I need to OPTIN to electronic processing first before I can recieve any emails from NVC?

Electronic processing is not available for cases in the Philippines. You will only be using the NVCINQUIRY@state.gov to contact the NVC (and they in turn will be replying to you from that address).

You mentioned the NVC provided you with a case number, did they also provide you with an Invoice Identification Number (IIN)? If not, call them on Tuesday (tomorrow is a Federal Government holiday, they are not likely to be open) and get the IIN from them. Once you have the IIN, you can use it and the case number to access the payment portal. If a bill is ready to be paid, the payment portal will so indicate.

September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

I got through on the phone this morning to the NVC and got the IIN.

When I logged in to Immigrant Visa Invoice Payment Center, I received the following message: "You cannot make online payments for your case at this time. Please contact the NVC if you have questions or need further information."

A sent NVC an email about this and received an AUTO RESPONSE, and I have been calling them on the phone again, but it is busy.

Any ideas what might be going on?

I received some documents from NVC by email. Appears to be a fast reply to my emails, not sure.

Anyway, got in to the system this time to make payment. I was unable to make payment this time because the payment button did not work. I think this might be because I used Firefox. I am going to try later with Internet Explorer.

Says: "To establish e-mail communication, an applicant, agent, or petitioner can simply send a request by e-mail to nvcinquiry@state.gov"

From this, it appears I needed to send an email first to get the ball rolling.
