well, you're the only person who can answer that because the reason for late registration of birth certificates would vary depending on the circumstances surrounding the person's birth.

example:

my mother also have a late registered bc because she was born at their ancestral home (in the province) by a "manghihilot" around the 1940's. she was only required to get an NSO issued bc because she applied for a passport. other than that, there was no real reason for her to do so. but anyway, she told NSO the reason is because her mom ang the "manghihilot" was not aware that it was their obligation to report her birth at the local municipal registry.

Hi, look at the second page of your birth certificate there is a "affidavit for delayed registration of birth" see no. 6. mine said that delayed is due to "negligence of parents" maybe you use that to answer if CO asked you.

I agree with NikkiWicki, you should absolutely bring your baptismal certificate to your interview along with your birth certificate. Especially since that is what you have been using as an identification document and (I'm presuming) it was established around the time of your birth.
