Administrative Processing on Tourist Visa

Just curious...

My wife's good friend from Colombia had a tourist visa interview on Tues. She says that she has been approved. They gave her a sheet that had nothing checked but said that her application needed additional administrative processing and that the embassy would contact her if they needed any more information and she could expect the visa in anywhere from 30-90 days. My wife just told me that they kept her passport, so I guess that's a good sign.

Sound about right?

She applied to visit in early 2011 and was denied but she knew it on the spot.

N-400

Feb. 12, 2016 - Sent N-400 to USCIS (3-year rule)

Feb. 19, 2016 - NOA1

If it's been postponed because of Administrative Processing, they will probably approve her visa when it has been completed. It was probably caused by a red flag in the system where they have to double check her information with the FBI and make sure there aren't any issues in her background.
