What does a cut-off date mean when you are reading a Visa Bulletin?

ROC Timeline:

August 22, 2014: Sent I-751

August 25, 2014: NOA1 received

September 5, 2014: Received Biometrics Appointment Letter

September 19, 2014: Biometrics Appointment

What does a cut-off date mean when you are reading a Visa Bulletin?

You don't have to worry about it. It's only for certain categories of visas.

Otherwise it means that nobody can receive a visa if they applied (priority date) after the cut off date. The visas are only available to people before the cut off date.

It's not for the CR-1 visa?
