The application fee for a K1 or K2 nonimmigrant visa is US$240 according to the Manila embassy instructions.

It is definately 240.00 USD.

The fee was lowered from 350.00 to 240.00 on April 13, 2012.

$240 it is all around. US Embassy Manila instructions link in my signature. This has the most updated medical fee for Manila as well.
