Hi everyone, my question is once the embassy receives the petition how are they gonna notify my fiance about scheduling interview? The address that we used on the petition, she does not stay there anymore and the mail does not get delivered there also the packet is available online. If they would notify me and i tell her that would be great. She will be going to embassy in Ukraine.

they will sent your fiance Package 3, which consists of DS-230 and OF-169 which your fiance have to mail back. It's bascially a request for making appointment. The consulate will then send your fiance a Package 4 which consists of interview date and all the medical examinatins that are required. You can get the forms online for P3, and you can check the status of when the consulate send out the P3 onine.

According to the Kiev embassy site, they do not send out any forms anymore. All they send out is a letter saying they received the petition, and a link to http://ukraine.usembassy.gov/fiancee-step3.html to download the forms. You schedule an interview by calling their call center (costs $12 / 8 minutes to speak to them). I assume you can just call the embassy and find out if they received everything, and once they did you can schedule an interview even if you didn't receive anything from the embassy.
