Gabrielle are you looking to buy the dress after you arrive in the US? Can't you buy it in the Phils before you arrive? It would be much cheaper or go online and you can purchase it.

Lots of stores in California will have them. San Diego has a huge Filipino population. The bay area has another huge Filipino population. No shortage in LA either. It's very easy to get Filipino food clothes what ever in California.
