Thank you VJ member who gave me a good answer my question.

It was really help full. As you said I called DOS and they find out the problem why my fiancé never received the packet. The reason is they send it wrong address, I am not blaming them but the coincidence is so bad. Any ways he missed his interview date so, now he is trying to contact the Embassy to inform the correct address and reschedule his interview but we can not reach the consulate. We try via phone; I email them the last two weeks no response from them.

So, again please give us advice how we can contact them.
