Would anyone have any idea if we can still file I-130 to Montreal Consulate? Or does it have to be sent to Chicago Lockbox? I know Toronto Consulate does not handle I-130.

I found this on US Embassy Ottawa website:

15 AUGUST 2011: NEW IMMIGRANT VISA PETITIONS FILING PROCESS

Beginning today, people filing their Form I-130 (Petitions for Alien Relative) will no longer be able to do so at U.S. Embassies and Consulates, except in locations where U.S. Citizenship and Immigration Services (USCIS) has a public counter presence within the Embassy or Consulate. For more information, please consult this news release.

How long would be the approximate time length from filing I-130 to Visa being issued?

Any help/comment would be appreciated, Thank you!

Unfortunately, DCF is no longer an option in Canada. Since you won't be able to do DCF, it'll take approximately 9 months (for a Canadian) from filing the I-130 petition to visa in hand. Here's the breakdown:

~5 months in USCIS

~2 months in NVC

~2 months from case complete at NVC to interview date
