I am going to call the Consulate again in Egypt and Email them. I have pay stubs now that can prove that I make sufficient income and an upcoming contract that will state what my salary will be for 2012-2013. His visa is pending at the moment. They are basing their decision on my 2011 tax returns. Is this valid for them to do. I got the impression that once a person's current income was up to parr then they are able to fully sponsor the beneficiary. Am I wrong?

You are NOT wrong but it is still a judgment call for them. I would give them the best evidence of your current income, like the pay stubs and a copy of the contract for the next year. There's nothing more you can do short of a joint sponsor.
