Timeline

After our NOA2 approved and NVC received our documents from USCIS(without the case number), Can we just try to call them and try to change the address from Japan to Thailand?

My wife moved back to Thailand after she graduated from Japan.

or Do we have to wait until they assigned us the case number first and then try to change the address so the interview place will be in Thailand?

Jan 23, 2011: Engaged!!!

Oct 18, 2011: Officially Married

Nov 19, 2011: Mailed I-130 to Chicago

Nov 29, 2011: NOA1 Noticed Date

May 2, 2012: Received NOA2 via text/email!!!

May 9, 2012: Received NOA2 hardcopy in mail

June 1,2012: NVC received file

June 1,2012: NVC case number assigned

June 21,2012: NVC case number assigned

June 21,2012: AOS invoice received

June 21,2012: Paid AOS bill (payment portal showed PAID on June 22,2012)

June 23,2012: Mailed AOS package

June 25,2012: AOS Package delivered

June 21,2012: IV bill invoiced

June 21,2012: Paid IV bill (payment portal showed PAID on June 21,2012)

June,29,2012: Mailed IV package

July,02,2012: IV package delivered

July,11,2012: Case Completed

I answered this before but you may not have understood. Lets try again. Believe me I understand about the English because I have worked on mine for a long time now. You are doing fine. If after reading this you still have trouble with any part of it just say so. Myself & others are here to assist.

The American citizen could write to the duty officer at the American consulate to ask for assistance. That would be the one in BKK. Give the duty officer the USCIS case number you have so they can go from there. Tell them what you need to do & why. They should be able to find the case & help you have it transfered. Its possible that they will find the new NVC number for you as they try to help.

My husband gave them the USCIS number and asked them to help find our case when it seemed lost. The duty officer in BKK contacted NVC and found the case location.

That is what I am suggesting you do. Give the duty officer in BKK your USCIS number while explaning that you want the case transfered to BKK from Japan.

It is VERY important that you understand the difference between the embassy visa section & the consulate. The consulate provides services to American citizens. You need such a service rather than something connected to a visa at this time. Use the info I gave you to contact the correct department of the American govt.
