I've applied for my wife while i was on LPR. Later i upgraded her petition after becoming USC in Jan. When i received the approval notice, its notice type says "Husband and Wife of Permanent Resident". Is this normal, dont they change notice type after case upgraded to CR1. i am still waiting for my case no from NVC but just wanted to make sure that it was approved to CR1.

It should say " Husband and Wife of US Citizen". But it does not really matter now as your Petition is already Approved and seems to be error. Definitely, your case was handle as USC filling I-130.

Now you have to send a copy of your Naturalization Certificate and Copy of NOA2 to NVC to upgrade your case for Visa purpose. Other wise, your spouse has to wait until Visa available to the designated US Embassy or consulate aboard to get interview, considering Petitioner is an LPR.
