Fiancee Letter of Intent

I'm a little confused about what address to use for my foreign (Romanian) Fiancee's "Letter of Intent" for the intital I-129F package.

On the example letter, here on this site, it has a space for the Fiancee's home address on top and then there is a section that looks like this...

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

(USCIS service center address)

or when submitting for interview

United States Department of State

United States Consulate, [name of country where Embassy is located]

[Embassy Address]

So, do I put the USCIS address, in my case Laguna Niguel, down for her, or do I put the address for the Romanian Embassy?

Yup, put the address which belongs to your service center.
