240(l) versus old 2002 Humanitarian reinstatement

By analysing the 240(l) it seems that it is easier to get a green card because it also seems that there is no need of a humanitarian reinstatement. Even supposedly the beneficiaries are having an illegal stay in the usa they will be considered legal because that is an excuse. So there goes the 2009 law. In case of the 2002 humanitarian law- they are all outside of the usa waiting for their petitions which are as "century" long to legally immigrate to the usa in the usual legal procedure. So what does this 240 (L) suggest that it is ok to be illegal in the USA... bring your brood on tourist visa with you (being the only legal family member)and no one gives a damn. In this case to be illegal is not a problem in the USA. But for those, who are outside of the USA waiting for their priority numbers when in fact these are the real legal immigrants because they follow the prevailing laws are at loss. Supposedly those affected by HR 2002 might be thinking (but its too late)- we could have done it for it is legal to be illegal in the USA- but we followed the law..
