VFS Chennai didn't accept our application as there is no appointment letter from consulate. Can we directly go to Mumbai consulate and submit the documents or do we need an appointment. Please suggest.

not sure where u are in your process but you have to first go for the scheduled visa interview and they will have to find you eligible for a waiver before you can file for it.

once they find you eligible, then they will give you a specific instructions to follow. its different procedure from consulate to consulate. good luck
