I-130 filing question

Its unclear to me if if i have to submit a birth certificate and passport for my wife (intending immigrant visa beneficiary). I went to Manila and we were married. I am now back in the states and I want to file the I-130. I have the marriage contract copy and have been waiting on her new passport. But now i think i can file without her passport. is that correct? Can someone please help?

Also, I noticed there are fee changes in April 13 this year. Is the fee for I-130 submission still $420?

Timeline

You don't need your wife's passport or birth certificate photocopies for the I-130. When you get to the NVC stage they will ask for all the applicant's (your wife's) documents. Make sure to send only a photocopy of your marriage certificate with the I-130 because you will need to send the Original to the NVC.

Yes, the fee for the I-130 is still $420. The IV fee has changed, but you don't have to worry about paying that for a bit.
