All the info on the VJ is from the members filling out their timeline and accuracy are dependent only on the members. The dates you getting are just approximate dates, you shouldn't rely on those dates.

Timeline filled in by VJ members allows for an approximation in dates for folks new to a particular process. What it does is give you an idea when you should expect to get approval for one step, when you should be preparing for the next step or how long from request to approval a petition/visa application takes. With timeline, you can know if your case is progressing in a timely fashion or if it's taking an unusually long time (may need to contact the body currently processing your case). To get the most accurate idea of what to expect in your situation/procedure, check the timeline of folks using the same embassy/consulate (or live in the same country) as you because some territory's speed of processing applications is affected by added administrative procedures or the number of applicants.

Based on my timeline...mine is set for late September...which makes it 6 months!!!! According to the USCIS Cali timeframe...it should be 5 months. Once it reaches 5 months and I still have not heard anything, I should be able to file for an "expedite", right?

Expedites are for emergencies, your case simply taking a month more that what was projected doesn't constitute an emergency. What you should do is contact USCIS and they will advise you on the cause(s) of this delay in processing your case.
