Can we use the online form DS-260 Immigrant Visa Electronic Application,instead of DS-230,and DS-261, Choice of Address and Agent instead of DS-3032??

No, only those eligible to do online forms are allowed to. Beneficiaries from Bulgaria are NOT eligible.

but still,thank you Saylin!

NVC has to start with only a few countries before implementing this program world-wide. Every few months, a country or two is added to the list. Online forms were only introduced in 2010, yet it's already available to 8 countries. It might not seem like a lot, but NVC has to slowly introduce it so there are no issues.
