During NVC process, which is processed faster, petition filed by the US citizen or petition filed by the green card holder? Thanks.

Depends on relationship to the petitioner. A bit more information is needed. However, a USC can petition close relatives without having to wait for a priority date whereas a LPR has to wait for a priority date which maybe several years before on becomes available.

In that case, after an approved I-130 -- a visa awaits your wife. But the wife of a LPR would have a long wait for a visa.

USC always have priority for being a Immediate Relative of a spouse,parent or child.
