are fingerprints required for citizenship through spouse...I just renewed my conditional green card 1 yr ago and took fingerprints at that point. Now 1 yr later i am applying for citizenship. Will fingerprints be required again?

Yes and you cannot opt out of the fee even if your most recent FPs were less than a yr old. No option.

If USCIS doesn't need them, they will simply skip them... but you must be ready to have them taken... if you don't, then they will consider your app abandoned and you need to apply again.

N-400 Naturalization Timeline

the fee is more or less for background check through the FBI whether you actually have them done at an ASC or not they still have to run a "biometrics" check on you.
