Can the H1B process start before getting my degree?

For the past few years, I've mainly focused on my career and my studies were a side project (University education is free in my country). I'm about to get my dreamjob, so I want to get the Visa process started ASAP. However, the earliest (not a hard goal) I can get my degree is July. The employer is cap-exempt. Can any part of the process start before I actually get my degree?

You can start the process there is nothing in the process that would technically stop you from applying.

How do you prove to USCIS you have necessary qualifications required for the job you are applying for?

Either you might get a rfe… means asking for the document or worst case the file would be rejected.

That's what I'm asking about. At which part of the process do you have to present proof about your degree? (assuming you use that to reach the 12 points) Do you submit it from the beginning?

To clarify, I don't want to cheat. I'm just asking if I can (legally) start the process a bit earlier.
